The game says I don't have it but the store says it's installed so I can't re download I don't think you can, once its downloaded it just puts it into the main file so you would have to erase the entire file and redownload everything? I might be wrong though as I haven't tried just deleting a DLC from a game. Have you tried restoring your licences? I had an issue with Xenoverse not recognizing one of my DLC's so I did that and everything worked as normal.

Only way to do this, is remove it all together, and only download what you need again. But the question still stands: why. Has to be USB 3 and above gb in size I believe.
Gta5 is 60gb, uncharted 58gb. It's probably faster to move them over and move the over again when you want to play, rather than deleting and installing it.. Gta San Andreas and vice city is around 3gb -each-. There is a difference between updates and DLC.
Click on the game tile in your Game Library. Click on Extra Content. No need to delete the new DLC. The bltadwin. First let Steam update your Game. Then start the Game without sider.
Let the Game take their Updates Live Update. However, you still have to permit the PS4 to allow it to apply.
